Phase 1 (2008 - 2013)

Phase 1 (2008 - 2013) focused on three closely integrated areas of work to promote violence prevention: research, capacity development and communication

• P4P's research team undertook comprehensive qualitative and quantitative research on men and gender-based violence. The key achievement of Phase 1 was the innovative United Nations Multi-Country Study on Men and Violence in Asia and the Pacific, as well as supported collection and dissemination of national qualitative research in five countries. The Multi-country study added significant value to local, regional and global knowledge, awareness and acknowledgement of the relevance of addressing men, boys and masculinities to violence against women and girls (VAWG) prevention and eradication. The study provided seminal data on men’s perpetration of different forms of VAWG, and identified key entry points and changes needed to prevent this violence.  It also made important recommendations about what can be done to prevent VAWG. Further the research team developed a comprehensive research toolkit to replicate the Multi-country study.


• P4P's capacity development work engaged civil society, UN and government practitioners to strengthen capacity for the support, design and implementation of evidence- and theory-based programmes and policies to prevent violence. P4P supported two sub-regional networks of practitioners for cross learning and coordination of capacity building, these were the South Asian Network to Address Masculinities (SANAM) and the Regional Learning Community (RLC) for Transforming Masculinities to Promote Gender-Justice for East and Southeast Asia. The SANAM and RLC achieved a range of outcomes including:

  • catalyzed prevention programming and policy on VAWG in the region
  • produced learning curriculum on masculinities and gender justice
  • fostered a sustainable pool of regional expertise.  

• P4P's communications team assisted with the design and implementation of evidence-based prevention communication strategies for prevention, and strategies for communicating research findings to multiple audiences. The Phase I communications advocacy strategy ensured the learning generated was strategically communicated to selected target groups, for example through social media-based campaigns engaging young people in prevention of VAWG.

Phase 1 Evaluation

The external evaluation report on P4P Phase I found that P4P added significant value to the UN partner agencies’ knowledge, awareness and acknowledgement of the relevance of addressing men, boys and masculinities to VAWG prevention and eradication. Importantly P4P’s work highlighted the important role men and boys must play in prevention.

The evaluation recommended implementing a second phase of the programme with a focus on gender-based violence prevention, transforming harmful masculinities and engaging with men and boys and to translate the outputs of Phase I into new policies and programmes owned in-country and expected to be sustainable.
